Slow response, and never call back

On the 28th November i had this company to do a assessment on my electric fence for a compliance certificate ,they did some repairs which you pay upfront, and that another gentleman will do the final inspection who will set up a date and time, i have now phoned twice to get this guy to set up a date and time but he never returns a call.
