Poor security company

Residing in complex Stoneridge Estate Noordwyk Midrand. Going and phoning numerous times I was informed that loud music and loud gathering are allowed because it's during the day. Rules of the complex states not to disturb your neighbour's. I tried contacting the control room and emergency number with no success.
