No Water Supply In Complex for Over Three Months

I purchased an apartment at 23 Judges Ave (Oakville complex). It has been three months and there hasn't been water. I contacted the transfer attorneys regarding the matter and they informed me that the municipality has cut the water supply due to the Body Corporate owing large amounts of money.

I have been trying to contact them, and their number is unreachable, neighbours claim to not know where their offices are.

I don't know how they managed to sell the property in the first place.
