Unsatisfactory service

Sec_Pools gave my tenant a quotation to replace a swimming pool filter, paid the amount and then prommis to replace it. After 4 months nothing was done and the promises never stop and now told me to get a other contractor to do the work and sitting with a quotation much more expensive to replace the filter and clean the pool because the water is rotten.
