SIGNING UP CLIENTS TELEPHONICALLY ONLY, REALLY??

I wanted to join Scorpion and looked online and there are no forms to download so I requested a call back. I request for the application forms to be sent to me via email on ***. He informs even if he sends me the details he will still need to call me to confirm the details for what really??? as all the documents required will be attached????

He just lost a sale just like that!! as he says either I go to the branch or I speak to an agent who will confirm all my details. I CANNOT BELIEVE THIS REALLY. SO IF I DON'T WANT TO SPEAK OVER THE PHONE NOR GO TO THE BRANCH THEN I CANNOT SIGN UP WITH SCORPION??? WHAT A PITY!!!!!
