The medals of scoin shop claim by them to be scares coins.

I bought a Mandela de Klerk coin from Scion shop in 2010 for R33 000 and was told in 2016 the coin have increased value to R60 000.. I tried to sell my coin in November 2019 and I only got R21 600 this is a *******, and on enquiry I found out that all there coins is medals of one once and not coins they mislead the client. I was told that this is the price of gold related I lost 1 third of my investment and it seems like it is a trend with them. How can our regulatory authorises allow such people to continue with this kind of business ?
