No refund for unrendered services

Good day

I app**** for my child to use school link scholar transport in January and my application was successful. I was advised to pay two times the January fees being monthly fee and a once off seat securing fee. They discovered that they won’t be able to assist me but they never refunded my money. I have tried to recover and each time I’m promised that a bank transfer will be done but no transfer happens.
