paid for socks and was never given the item

I bought school socks and paid for it on 31 December 2014. At the time they told me they did not have any stock available but would phone me as soon as they have it. Its since almost 5 months later, lots of explanations, a thousand apologies, but still, no school socks!!! I have to follow up with them, to no avail! Even today I phoned, I'm still waiting for the manager to come back to me. Has it become that hard to buy a pair of socks???
