I need my paid up letter

I just need my paid up letter after settling my cell c account. I don't understand why they refuse to give you a letter as all companies do that. It is my right to get this letter after settling my debt. Can anyone help me with this matter or where can I report this company. Their call agents attitude stinks. They lie a lot and sometimes not even attend to ypur query.
