incomplete delivery

My dad bought a tv stand at phola mall last week , however they delivered an incomplete set. he kept on calling and they say they delivered everything,, why would he he say it was incomplete if it was not.. we cant keep on calling the shop and the driver, rather give us the money back and come take your incomplete stand and will buy from people who are reliable
