Resolution to long outstanding query

I have requested many times to speak to a manager regarding a outstanding query that needs resolution but to date no one has reached out to me. Even if I try to call in, no one picks up the call.

They just close my email tickets and ignore my replies that the issue has not been resolved. Please please, I just need to speak to someone who can assist other than a junior agent.
