Safin Jurisdiction insanity

My Account is blocked for deposits ,due to court order ,yet they want me to pay ,my deposits are bouncing from the creditors ,how will I be able to pay .

Tell me one thing ,how do you block the payments on someone's bank account ,but you still want to be paid , I do not find that normal or sane at all .

Now they still want me to pay , was there no other way ,than blocking my account ?
