Worst revenue service on the world?

SARS owes my wife thousands of Rand but it seems, as is the case with pensions, that Government is using the repayments to finance their deficits! Every time she enquires she has to submit documents that have already been submitted i.e. ID, proof of residence, bank statements, etc.! This is the 4th time now! Can they feel good about themselves with Kieswetter perhaps now the main culprit! Their excuse - "We can do a re-assessment anytime we want"!
