why not inform me of those arreas all these years and decide to ***** from provident fund. I want my money for the operation

Sars has deducted R15000 from my investment lamp sum. When I asked them about its because I have not submitted tax returns from 2013. Now I asked why have I not been informed about those arrears while I was still working in order to make payment arrangements. I resigned from my job because I needed money to pay for my hip replacement operation as I can't walk properly due to my illness. I don't have a medical aid this was the only option to assistance in order for me to heal and find another job. Sars never informed of this and now am stuck in bed my hope of getting healed are gone thanx to Sars. Total amount deducted is R18000
