Why is impossible to get hold of SARS in 2022 - 2023?

I want to know what kind of government financial institution this is and how it contributes to the development of the country. I've been trying to get SARS for the past 21 days, I've tried the online system but nothing helps. I booked a text message appointment and no reply in 2 weeks. When the lady finally called after 2 weeks and asked a question that I didn't understand at first, she hung up.
