What about first come, first served

I submitted my 2015 tax return on the 01 July 2015 that morning via e-filing. I was requested to supply supporting documents and I did that the same day at 10h44. 31 days pass no response I then called the call centre on 12 August 2015 and was advised it will be escalated to the escalation department and I would receive feedback within 48 hours or it could take 21 days. I phone them again today 17 August 2015 and they told me they are still busy. I know a couple of people who have submitted there supporting documents long after I have submitted mine and got audited and paid within 2 weeks. This means only one thing there is no system in place. What about first come, first served.
