Terrible admin

Apparently I have a admin penalty fee on my company which hasn't been in operation. Sars insisted that everything should be done on the website ever since covid hit, which Im not against that. Now I have a recurring admin penalty and I have been trying to contact them and I seem to go nowhere. I want to dispute the fee but there is no help, they are difficult to get hold of but when it comes to them increasing the fee they easily do that. I've been trying to get hold of the debts management department sending emails but there isn't a reply. I tried multiple times to dispute the fee on the website but there is no follow up. It's been more than a year stumbling around the same problem, and what hurts is they never fail to increase the penalty but they never are available to work on my case.
