Taxed Amputee

Only in South Africa. I am a amputee disabled person, who was informed by a Sars employee in 2016 that due my condition I'm no longer required to submit tax returns each year. Please remember I am not a stupid person and followed those instructions as I thought how nice of the south African government to be so considerate to disabled people. What I was not informed about is that this disability from ITDDR was only valid for 5 years, meaning that I would have to resubmit medical reports to show I am still disabled. Remember I am an Amputee so chances of any changes in my condition is zero. I understand that Sars sees papers and numbers and not the individual, basically as long as they get their money evn if it's comes out of a rock. Going further, as of 2021 my DDR form was expired, 5 years lapsed since 2016. So my question to Sars is, Am I now considered a normal person who follows the normal tax rules.? Due to the fact there was no updated DDR. The reason I highlight this is because for 2021 and 2022 I am now being fined for non submission for both years an outstanding taxes. I was told that it was due to receiving income from a 2 year investnent at a bank, which is now non existing. I can understand that but I was informed that for those 2 years l, 2021 and 2022, my income was viewed a a normal person due to an outdated DDR form. Sars cannot now say that you are suddenly deciding to change the law and now decide tax my disability income. I have since in October 2024 brought all submissions and updated DDR to Sars.. Only to be hounded by their collection agency whom I did speak to an offered a payment of R500 a month, their reply was go back to Sars and speak to them. Yes I am willing to pay this money but I can only afford a payment of R500 per month but they did not accept this a well. What do I do, nobody wants to help at Sars, they just want to act like know it alls who are just there to do their jobs and get paid. Rude people who just rule pushers and want to talk down to you. By the way as per Sars everything is in order now after I re submitted the DDR. So the question and unsolved mystery that Sars needs to explain is how did my amputated leg grow back for 2 years and is now the leg is out again. Please start treating each case on its merit and admit your mistake. This outstanding money needs to be written off or Sars can except my offer of a payment plan. Please South Africa, trreat your needy people with more care and respect and please stop trying to squeeze out money from disabled, unemployed people. Disability money should not be taxed, period.
