Tax refund not yet paid in 3 months

I App**** for tax refund on the 12 August I was told to wait for 7 Working days. I didn't get the money. I called and they said since I changed my account details I should wait 21 working days. I called End of September but they said my case has been escalated until today nothing has been paid
