Tax refund from sars not paid after a year of clear audit

I recieved a clean and clear audit from sars a gear ago but up to this date they have not refunded me the remaining balance of my refund amounting to about R27 000.I have asked for assistance from an independent tax consultant however we are not getting any joy.Its the same story when we ask when will my refund be paid.Always told it will be soon deposited but nothing.
