Tax Directive proves to be impossible.

I have recently app**** for my pension fund. I was told by the pension fund that I needed to go into SARS to obtain a manual tax Directive. My pension fund provided me with all documents required even completed the form for me. I hoped off drove 100km sat the whole half of the day only to be told that I cannot get the Directive for my own pension monies but the pension needed to do it themselves (are you serious) when I communicated this to the fund they said that on the odd occasion they did refuse clients but most of the time depending on who assisted you the Directive was issued immediately. And SARS has a 21 day turn around time for directives. Why? Why can't I go in to get my own tax Directive. This means I now have to wait another two months because my pension fund offices are in JHB and I'm in cpt my pension fund cannot take the documents because it's out of jurisdiction. What am I supposed to do?
