Tax charged a zero income

So this is necessarily not a complaint, but seeking answer and way forward. So I resigned from a government department on 31/13/2024, after serving a notice of 31 days, come January and my December salary is not paid, like 0 but SARS charged me tax of R600 and odd rand.... How does work?.
