Special Stopper on Refund since 5 August 2016

On 5th August 2016 I went to SARS to do my returns. When I was told I was to expect a refund, I was thrilled, only to be blocked by Special Stopper, no turnaround time etc, etc, etc. I went into SARS Durban branch on West street and got my documents scanned on the 15th August, received the verification of assessment letter on the 31st August, and on the 9th September received an sms from SARS that I must contact the branch. On the 12th September I had my documents rescanned and a case number sent for the Special Stopper to be removed, was informed that my refund would be released within 21 days, and still I am waiting. I decided to go to SARS again on the 12th October to find out if there was any progress, and was sadly informed that THERE IS NO TURNAROUND TIME FOR A SPECIAL STOPPER AS THE ACCOUNTS DEPARTMENT THAT HANDLES ALL OF THE STOPPERS IN SOUTH AFRICA ARE BASED AT THE ALBERTON BRANCH AND HAVE NOT TOUCHED MY CASE. Bryon at West Street branch in Durban, further included a note that my case be attended to as at that time, I was unemployed and was in need of a medical procedure as I had fallen ill since March 2016. It is now the 24th November, and nothing has not been done on my Special Stopper case. What is going on with these delay tactics that SARS is doing on most of their customers? If tables were turned and I owed SARS money, they would have taken their money by now. This is so disappointing as all the previous years I have never had this problem with SARS.
