Slow service

I sibmitted my returns on 7 August 2015 and I was requested to submit my 2014 documents, which I did on the same day. a week later I was requested to submit my 2013 returns, which I did on the 17th of August 2015. The system showed that SARS owes me R17 469.00 for all these 3 years. I don't understand why I had to submit my 2013 documents as I did my returns at the Benoni office in 2013. in September 2015, I was requested to re-submit the documents for 2013, 2014 and 2015, which I did on the 15th of September 2015. to date nothing has happenned with my submissions and I was told to wait for 60 working days as my documents are being assessed, they are only looking at the second batch of documents which I submitted in September which happen to be the same documents I submitted initially. What frustrates me is that I only needed to submit 2 documents an IRP 5 and my medical aid documents. I don't understand why the process has to be so long and there is no communication from SARS and why I had to resubmit and why they need 60 working days to assess 2 documents. I am so frustrated, I need my money as they owe me
