SARSA pay me my money!!!

My tax returns have been given in last year. My audit for 2019 and 2020 is done. They kept back my payment for 2019 because my 2020 was still in audit!!! Now my 2020 audit is finished, and three weeks later I am still waiting for SARS to pay my rebate for 2019 and 2020!!! Why should SARS be able to blacklist me if I am late with taxes or owe them, but they can do as it pleases them when they have to pay back my money!!??
