SARS Withholding refunds from clients with no explanation

I have been waiting almost 30 working days for my banking details to be verified. I was promised that as soon as my banking details were verified, that my refund will be paid. now, when I called, I was informed that my refund is still under review. The man just said that it takes long and I will have to wait. He won't escalate it. But each month, I pay my tax religiously. If you are late, you get fined. But they can take their time?! I am so upset I cannot even explain it.
