SARS WANTING TO KEEP MY PAYOUT

Why is SARS taking so long to pay my money back to me? I called several times and the lady escalated it. Nothing. They owe me quite a bit and it seems they looking for every reason not to pay it. Also for the year before 2019/2020 my tax isn't done. I need answers please. I submitted whatever the hell and they concluded the amount to pay to me. I want my money please.
