SARS unfairly withholding refund

SARS has been withholding my refund saying I have returns outstanding. I made an appointment and had all outstanding returns filed (there was only one on the system, 2015, and the consultant was very helpful). On my statement of account they are now saying that I have 2017 outstanding. I am extremely frustrated that SARS seems to be coming up with unjustified reasons to withhold my refund. This is looking suspicious.
