SARS unable to give reasons why refund isnt paid.

Returns have been submitted and received by SARS. Refunds for almost R14000 just isn't paid out and every agent at the call centre has got a different story. If anything is due to them it could be deducted from the R14000 but they seem to delay the payment for some reason.
