SARS robs us nicwly

Hi I have never heard about something like this before. SARS deducts money from me then they say I overpaid them and they don't refund me and now on top of everything they say the they cannot pay me my Refund because I overpaid them. This is crazy because they deduct the money and I never made the payment directly. What is Worst is that now they owe me my return as well but they say I have to provide proof of payment for a payment I never even made or else they won't pay me. The cherry on top is they don't want an email I have to book an appointment and the nearest appointment is in September sometime. Guys is SARS just trying to rob people or what. This is not the first time this is happening to me.
