SARS not refunding VAT on exports

It has been nearly 2 years since i submitted a claim for a refund for exported goods. Throughout I have been ignored and told to wait. This year they are telling me that they are not managing the refunds anymore, another agency is. This brings me to the conclusion that SARS are outsourcing refunds to private companies and they obviously are only making money when they look for reasons not to pay out. This is unacceptable.
