SARS not paying my returns

I did my taxes last year and everything was submitted and SARS sent the message in October saying that I will get my returns, but they need to do an audit and it takes 60 days. It has ended, I called and asked, but the consultants said we not sure why you haven't been paid, so we need to log a query which takes 21 days. The 21 days has come and gone with no returns. its almost 6 months and they keep telling me is its under audit. Why has SARS employed accountants who need more than 6 months to audit, does it make sense?
