SARS not paying me my returns

Hi there I have been waiting for SARS to pay me out. I have handed in all my documents (ID copy, proof of residence, bank statement, landlord's forms etc.) and everything is in order. They started my audit in July and I was supposed to have been paid out on the 15th of September (that's after 31 working days), every time I call I get a different response. That I have to come in again and hand in the EXACT same paperwork. That they don't know why it's postponed. That I DON'T have to come in, but that they will call me back after they speak to their manager (and they don't). Nobody is being honest with me. I would honestly want to know if SARS is in trouble and they are waiting for money because I don't want to WASTE my time and go to their offices just to be played and delay the process. If it's delayed because of money issues on SARS side, just tell me, I'd rather wait than have to book days off work and go there for NOTHING. This is very dishonest and unfair treatment of decent tax payers. I have always paid my taxes, please have the decency to be honest with me.
