SARS knows how to waste time and money

Good day all

Complaint with Sars, I submitted my tax return on 2nd July 2018, for 2018 tax period, it's been 14 months later and nothing has been done about it, I've been to the branch for days, I've spoken to the call center on a monthly bases, was even turn away for assistance because I had a certified copy of id, had to reapply for my ID. When sars owes the client money, they take their sweet time. They want to harass you when you owe them. All I want is this resolved, at the moment they wasting my time and money. They requested a motivational letter which I did and still no assistance. I don't want to submit my 2019 until 2018 is resolved. Could you please help. Your assistance would be greatly appreciated.
