SARS is very much unfair

SARS informed me that refunds take 21 working days, so i sent all my documents and spoke to a call centre agent to confirm that they have received them and she said yes. I made about 4 phone calls and everything was in order.

After 21 business days i called and i was informed that there are 2 documents missing which i was never informed about during the course of 21 business days.

I then sent in my 2 missing documents only to be told i have to await another 21 business days which i feel is very much unfair since they waited for 21 business days to tell me such a simple thing. Im starting to think they don't want to pay my refund.
