SARS is stalling my Refund

It is 33 Working days and my Bank Verification is not yet completed. SARS owe me money and i need the money for glasses and medical procedure. They just cannot complete my bank verifications so that i can get my refund. If i owe them money after 10 days i get threatening messages but they owe me my refund and it is now going for month 3 and they keep telling me 21 days to verify my banking details but they are on business day 33 and still not verified
