SARS is destroying my life

I have duplicate Tax number one with passport another with SA ID. I have 6 months visiting SARs after every two weeks. They are failing to close one account. The only answer i get is that it has no time limit, and i have to wait. One employee say double do tax returns until they all upto date,, i did still then cant close one. No one seem to know how to help me at SARs. I am tired
