Sars is a **** they only want to take money from me

Sars last year said I was owing and they took their money from 2 pot. The very same year the say I'm owing them 11k how come? Can I be taxed 2 times a year. And another thing I submitted all required documents then I got a call saying the rejected all the documents I submitted why? Sars is a **** so now they want to make me poor
