SARS- empoyees that dont seem to know their job/responsibility

I have a submitted my 2017 return but for some reason my IRP5 is not on their system. They made me wait from the first till 24th to tell me i must contact the company and tell them to do their submission. I can not believe the response i got from these people. The first was a phone call from a man that didnt even identify himself just left a voice mail to tell my previous employer to do their return. When i called same thing dealing with unprofessional people. My understanding of the law is. The employer is tasked with taking my tax, they have to pay sars and give me an irp5 to hand in to sars, what happens between them and sars has nothing to do with me, they must pay sars and submitt what they must , how can i go instruct them to do their submission, none of this makes sense to me
