SARS did not pay back my tax returns

I stated working in the 2016 as a new qualified Occupational The****** fresh from varsity. I was supposed to get returns in that year however i haven't received a cent after going up and down , writing letters and submitting them to SARS. PLEASE HELP ME RESOLVE THIS MATTER.
