SARS delaying tactics and no accountability on performance

I submitted my return via efiling on the SARS website. I was then selected for an audit and the audit was completed on the 1st August 2016 with a refund due to me. On the 8th August 2016, I called to follow-up on my refund, I was told there was a stopper and I must go to a SARS branch and re-submit the supporting documents. I did so on the 10th August 2016. I was then told to expect my refund within 72 hours. I did not get my refund. I called again on the 16th August 2016 to follow-up and I was told, there is no turnaround time on removing the stopper. I then lodged a complaint via efiling and to this day, no feedback. I went back to SARS on the 19th August 2016 and I had to re-submit again for the 3rd time tthe supporting documents. Still the stopper is not removed. I called yesterday, 29th August 2016, and spoke to Patience who is supposedly the manager. A manager who told me that there is nothing she can do for me, I must wait for SARS to finish its investigation, not sure what investigation is this, her hands are tied. If there is no turnaround time, how does SARS measure its quality of service? SARS has so much red tape for a tax payer to get the assistance they need, owever, they are not the most efficient bunch. This is the one department that is supposed to be performing at high levels of efficiency, but it is not. The sad thing, a tax payer is given a prescribed time to pay the amount due to SARS, but SARS cannot do the same for the tax payer. SO UNFAIR AND WRONG!
