SARS delaying refund payment

I submitted my return around the 18th of July. My wife hers the same day. We both have yet to receive our minuscule refunds back from SARS. When I owed them money two years ago I got email after email to tell me I need to pay asap or incur interest or penalties. When my wife phoned with regards to her refund she was told that if she was lucky she would receive her refund in October. Where are our rights in this country? She also noted that she is not receiving interest on her refund - no that only works one way. Anybody else out there have the same issue? I cannot login to my profile to get an online consultant to speak to. I want to see if I get the same answer but as I am in hospital I don't have access to these avenues.
