SARS - Deceased Estate

Lodged a Deceased Estate at SARS 14-Nov'18, been following up regularly and was told the Case is stuck with their Technical Dept for +5 months, finally registed as a Deceased Estate and coded on 3-May'19, but now it is once again stuck for a Final Assessment, cannot proceed with the Estate finalisation, the Deceased has been a diligent Tax Payer, and all Tax submissions up to date, why are we as South Africans treated in this manner from this Government Department ???
