SARS completely unresponsive to mails requesting information for a settlement.

I have a settlement to make and SARS are making this virtually impossible. I have written mails from 13.12.18; 30.01.19; 8.02.19; 8.03.19 which have NOT responded to. The number on their mail, ********** 9222 is not answered. I tried no less than 4 times today and it rang and ate my air time for 20 minutes a pop. The number 080000 is cut off before it rings. Why be so quick to call when owed money but make people go to these lengths to settle?
