SARS audit & refund

I submitted my tax return in the beginning of July and was selected for an audit. The supporting docs were submitted 2 days later. The 21 working days for the audit was 2 weeks ago. I have had no feedback or refund as to the delay. The only information that I can get over the phone is that it is at the audit department, and they don't know why it is over the limit. To me it looks like delaying of paying out refunds.
