SARS at its best *********** people

SARS issues a penalty notification for non-submission on a 2007 return after them advising that an automated return will be done because my earning was below the threshold for that year. Now it is my responsibility to go to the police station and get an affidavit so that I can get a remission on the penalty. I did not submit a return because SARS had said not to. I get the feeling that this is just government at its best draining money from the citizens of the country. I do not see how I need to do the run around to remedy something they created themselves. I have been unemployed for 3 years now, where do I get the money firstly to travel up and down to the police station and the branch offices and then also to pay a penalty that would not have been there if they had been doing their job as they had stated by doing an automated return. I am so over dealing with the incompetence of the parastatals and government institutions.
