Sars are spitefully unhelpfull

Sars ate still not helping me with an appointment,they refuse to give me an appointment uf i dont send them urp 5 documentation i dont have,im not allowed to do a walk in ,or do a telephonic cobversation with them,how am i going to sort out this problem,im not liable for the fines
