SARS 21 DAY DEPARTMENT

I am trying for the last 8 months to get my refund from sars. after a branch visit, the consultant assured me everything is updated and no problems. after about 20 phone calls i am still struggling. AFTER EVERY CALL WITH A CONSULTANT, I NEED TO WAIT 21 DAYS, IT SEEMS THEY ARE USING THE 21 DAYS AS A RESTING PERIOD. My case has been esculated a couple of times without success.I am still back to square one. the most useless department ever. If you start complaining with the consultant they just cut your call. I am not sure where to turn to now.
