Refund

I have submitted the request document to since July 2021 and I have send to pillar to post and everytime I speak to a consultant I get different information .one moment we received all the document then boom we still need 2017 documents and I submitted then and now I'm told I need to wait 90days to get my refund. Can someone tell me what is really going on.*** and ***
