Refund delay

I submitted my tax return 07.07.2017 and it was assessed but stil no refund called them today and there is no turn around time but The best part of it all is if you need to pay sars and dont in a set time intrest is added and you get prosecuted but it can take a year for them to pay and they just dont give a krap so why arnt they being held responsible for there lack of response
